Pihak Pakatan kerap kali mempersoalkan mengapa ada projek kerajaan BN kosnya meningkat naik, sedangkan yang sebenarnya mereka ini pun tidak dapat memberikan jawpan yang memuaskan mengapa projek di negeri yang diperintahnya juga harga naik dengan mendadak sekali.
Sebagai contohnya, laporan dari The Edge melaporkan kos projek untuk Penang Transport Masterplan (PTMP) telah naik sebanyak 70% iaitu dari RM27 bilion kepada RM46 bilion pada tahun 2016. Kenaikan harga tersebut disahkan sendiri oleh kedua-dua belah pihak PTMP dan juga EXCO Pulau Pinang Chow Kon Yeow.

Bagaimanapun macam cerita lawak pula bilamana YB Chow memaklumkan kemudiannya tiada kenaikan harga.
Maklumbalasnya adalah seperti berikut:
“Chow berkata sedikit kenaikan semasa anggaran tender berdasarkan kepada kajian awal konsep yang dibuat oleh pihak perunding Halcrow pada tahun 2011.
Beliau berkata peruntukan besar adalah untuk rancangan dari SRS Consortium, rakan niaga projek PTMP melibatkan landasan keretapi dan rangkaian lebuhraya.
Chow berkata mereka yang menghantar laporan tersebut adalah berdasarkan kepada syarat bagi cadangan permohonan yang tidak menepati cadangan yang dibuat oleh Halcrow 100% dan mereka ini bebas untuk menghantar cadangan sendiri.
“Itulah sebab mengapa SRS lakukannya, mereka mempunyai cadangan sendiri dan jika dilaksanakan sepenuhnya akan lebih tinggi dari yang dicadangkan oleh Halcrow”.

Jawapan asalnya ialah harga RM27 bilion tersebut hanyalah berdasarkan kepada anggaran di tahun 2011 sementara RM46 bilion ialah jumlah sebenar yang dikira oleh pihak konsortium yang dianugerahkan kontrak itu.
Maka jawapannya ialah “RM27 bilion ialah harga di tahun 2011 dan RM46 bilion harga kini tetapi harga tidak naik”.
Kelihatan Pulau Pinang di bawah DAP ini, harga dan kos naik sepanjang masa secara misteri sekali.
Kadar air telah meningkat 3 kali dengan kenaikan untuk kali ke empat dirancang pada tahun depan. Cukai tanah juga telah meningkat pada tahun 2016.
Perbelanjaan operasi tahunan Kerajaan Pulau Pinang telah meningkat sebanyak 500% sejak tahun 2008.
Cukai semasa ke atas pemaju hartanah telah naik dua kali ganda atau tiga kali ganda sejak tahun 2008 sementara cukai hartanah baru yang tidak pernah ada sebelum ini telah diperkenalkan.
Inilah keadaan sebenarnya yang membuatkan anda terfikir siapa yang sebenarnya menyebabkan “Barang Naik” (harga)?
Dan juga hairan mengapa dakwaan adanya rasuah secara berterusan di dalam projek Kerajaan Pulau Pinang?

Penang Transport Master Plan: RM27 billion cost increases to RM46 billion in just 5 years.
While Pakatan has frequently questioned why certain projects from the BN Govt has increased in cost, they themselves have been unable to satisfactorily answer why their own projects in states controlled by them have substantially increased in price.
For example, the Edge reported that the project price for Penang's Transport Masterplan (PTMP) has increased 70% in price from RM27 billion in 2011 to RM46 billion in 2016. That report also said that the increase was confirmed by both the PTMP project delivery partner as well as by Penang EXCO Chow Kon Yeow. (the controversial Penang Tunnel is one component of this PTMP)

“He (Chow) concurred that the cost has grown to RM46 billion...” said The Edge.
However in an almost comedy-like response later, YB Chow claims that there was no increase.
This is his reply as reported:
"Chow said the smaller sum was for the tender estimation based on the initial conceptual studies drawn up by transport consultant Halcrow in 2011.
He said the larger figure was for the plan by SRS Consortium, the PTMP project delivery partner (PDP), which included railway and highway networks.
Chow said those submitting their proposals under the request for proposal (RFP) excercise did not have to follow the Halcrow recommendations 100% and were free to submit their own proposals.
"This is what SRS did, they have their own variations, which if implemented totally, will be more than Halcrow."

Essentially his answer is that the RM27 billion price was only based on estimation in the year 2011 while the RM46 billion is the true cost as calculated by the consortium who was awarded that contract.
Essentially, his answer is: "RM27b was the price in 2011 and RM46b is the price now but price has not increased".
It seems that under DAP, prices and costs in Penang seem to mysteriously increase all the time.
Water rates have been increased 3 times with a fourth increase planned for next year. Assessment charges have been increased in 2016.
Yearly operating expenses for the Penang Govt has also increased 500% since 2008.
Existing charges on property developers have been doubled or tripled multiple times since 2008 while new property charges that never existed before have also been introduced.
That is the reality that makes you wonder who is it that is actually responsible for "Barang Naik" (harga)?
And you also wonder why there are repeated allegations of corruption in DAP Penang Govt projects?
